"Anonymous Nigerian scammers who, among many others, also register fake profiles with this innocent man´s stolen pictures, are everywhere".
Therefore, you can´t turn "him" in, and "he" is not a liar, since "he" is not existant. If you wish proper local police authorities to repeat this explanation of internet love scams to you, it´s worth going there if it helps you getting convinced. But that´s where any local investigation will end, cf. FAQ. The scam gangs (just click "scammers" in my signature), who do the actual email writing, continue to stay in their well-chosen anonymity in their corrupt far-away overseas communities and refine their internet fraud skills
